Actually more of a misunderstanding than a hoax.  A couple of weeks ago, the FCC ruled that Internet connections were Interstate in nature and therefore subject to per minute access fees.  BUT this is ONLY for internal fees between Carriers, and actually just affirms what is already being done.  See – http://www.fcc.gov/Bureaus/Common_Carrier/Factsheets/nominute.html

Ever notice how they kinda run in cycles. You won’t see one for a few weeks and here it comes again. The hoax in question here was passed around I believe about 3 – 4 months ago.
