Issa said the deportation violated the terms of the fourth Geneva Convention of 1949 which prohibits the transfer of civilians by the occupying power. "It is very clear that what Israel is doing in the West Bank and Gaza Strip has no legal or moral justification." Likewise, the Palestinian Human Rights Center condemned the expulsion of the 12 civilians, calling it "a criminal act." The Ramallah-based center called on the international community to denounce the Zionist measure and pressurize Israel to rescind the decision. The twelve Palestinians were driven to the Gaza Strip Friday and told to walk southward. The Israeli army accused the twelve of "sympathizing with resistance groups. However, none of the twelve was formally charged or tried for any wrong doing. During the past few months, the Israeli apartheid regime deported as many as 20 Palestinian civilians from their homes in the West Bank to the Gaza Strip. The UN Security Council repeatedly condemned the draconian act.
