Independent ?  Bullshit ! The group condemned the use by Israeli forces of excessive power against civilians.

The only way to stop scum bag bombers is to shoot them early. Israel routinely and vociferously accuses the Palestinians of carrying out "terror attacks" on Israeli occupation troops, paramilitary Jewish settlers and Israeli civilians.

Nothing wrong with "vociferously" in the context of your next  "quote". During the same period, Palestinian guerillas killed nearly 930 Israeli soldiers, settlers and civilians. http://www.palestine-info.co.uk/

Human rights group slams Israel for state terror, murdering Palestinian civilians Jan 13, 2004, 15:37 Occupied Jerusalem – A Jerusalem-based human rights organization has castigated Israel for killing Palestinian civilians while accusing the Palestinians of carrying out "acts of terror" against the Zionist state. The independent group, the Palestinian Human Rights Monitoring Group (PHRMG) pointed out in a statement published Tuesday that Israeli troops operating in the West Bank and Gaza Strip killed 13 innocent Palestinians, including six children between December 16, 2203 and January 16, 2004. "The Israeli occupying forces committed numerous war crimes in the city of Nablus and nearby refugee camps. During this 20-day period, Israeli troops killed 19 civilians, among them 6 children," said the statement. The statement added that as many as 200 civilians were injured by Israeli bullets and scores other were arrested. The group condemned the use by Israeli forces of excessive power against civilians. "The PHRMG strongly condemns this escalation of war crimes committed by the Israeli occupying forces against innocent civilians and property. These crimes provide further evidence of Israel’s systematic use of excessive force against the civilians." Israel routinely and vociferously accuses the Palestinians of carrying out "terror attacks" on Israeli occupation troops, paramilitary Jewish settlers and Israeli civilians. However, very little attention is paid to Israeli terror against Palestinians which claims far more innocent Palestinians. Since the beginning of the Palestinian uprising against the Israeli occupation, Israeli forces and paramilitary Jewish terrorists killed or murdered more than 2770 Palestinians, the vast bulk of them innocent civilians, including many children.
