Yup, a kill file eliminates any dissent from the "Bill and Hillary are guilty! guilty! guilty!" party line of notorious liar and asshole Wayne Mann and the rest of the "they’re guilty even if proven innocent" crowd here on alt.current-non-events.clinton.whitewater.watergate.contragate. So go ahead and demonstrate the usual reactionary loathing of anything but the orthodox party line.  By doing so, you’re admitting that your little pet theories can’t stand the light of day.  That exposed to the outside air, they wither and die.  They must remain hermetically sealed, in the dark, where more shit is fed to them to keep them alive.  Deprived of this sustenance, they wither away, fading like the warped daydreams that they are. Surely not more spending!      by F.R. Duplantier      "Over the last 30 years, New York City and State      have devoted an increasing share of their revenues      to the most dysfunctional members of society,"      writes Heather MacDonald in the Winter issue of      the Manhattan Institute’s City Journal, "and now      social service spending constitutes the largest share      of both city and state budgets. Yet, as spending      grew, so did the social problems that spending was      supposed to solve." A reasonable person might have      concluded that throwing more money at the      problems would probably do more harm than good.      The official response, however, was quite the      opposite. "The government," notes MacDonald,      "responding by adding more programs."      Heather MacDonald concludes that "New York      City’s enormous commitment to social welfare      spending has not stemmed social breakdown." If      anything, it has made matters worse. "Social service      spending has sucked out of the private economy      capital that could have been used to create jobs, the      best mechanism for ending poverty," says      MacDonald. "But, in response to inner-city poverty,      welfare advocates call for further social service      spending, thereby accelerating the flight of business      from the city." In addition to stifling job creation,      welfare programs also discourage the formation of      traditional families — which are also a time-tested      means of overcoming poverty. "The two-parent      family is all but extinct in some neighborhoods,      rendered superfluous by welfare’s subsidy for      illegitimacy," says MacDonald. "Families      create sound individuals by imposing discipline and      moral values on children. Even if a government      program could do this, these programs do not; for      years, imposing values has been anathema to social      workers, who studiously avoid making judgments      about the ‘life-style choices’ of their clients."      MacDonald argues that social workers confuse      "moral deficit with material need." The more      irresponsible a person is, the more financial      assistance he receives. "Just as the birth of      illegitimate children provides the mother with an      income, so will deplorable child-rearing bring her a      benefit."      These perverse incentives are the direct result of      "contemporary social worker’s refusal to make moral      judgments," says Heather MacDonald. "Rather than      taking children or adults away from destructive      environments, the reigning service ethic dictates that      they remain ‘in the community’ and ‘in the family’      for treatment." Such wishful thinking ignores the      fact that "usually there is no real community to go      back to. Treating a juvenile delinquent in the      war-torn environment that produced him does not      look like a recipe for success." Clarke, is      a syndicated column distributed by America’s      Future.      " Writing in the Wall Street Journal, Larry  Joyce of      Chicago, a retired Army colonel who served  two      combat tours in Vietnam, laments the loss of his      son, Sgt. James Casey Joyce, one of the 18 Army      Rangers killed in a futile raid in Mogadishu on      October 3, 1993. Sgt. Casey was 24. "Already," says      his father, "the media’s memory of Somalia is      beginning to fade. Reporters and columnists      continually refer to President Clinton’s foreign      policy misadventures and few mention Somalia."      Joyce continues: "Three days before American troops      were sent into Haiti, the New York Times reported      that the anticipated invasion would be the first time      Mr. Clinton had ordered American soldiers into      ground combat. What about Somalia? President      Bush sent the first contingent of 25,000 troops to      ensure starving Somalis were fed. By the Spring of      1993, all but 4,500 troops had been withdrawn and      the mission was turned over to the United Nations.      The responsibility for what happened to American      troops after that lies at the feet of the current      resident of the White House."      As Joyce sees it, President Clinton "let the U.N.      secretary-general talk him into switching a U.N.      humanitarian mission into a unilateral U.S.      manhunt" to capture Somali warlord Mohammed      Farah Aidid. "Like our first naive foray into Vietnam      three decades earlier," he adds, "this new mission      was ill-conceived. The task force was too small. The      Rangers were denied their normal air support.      Tanks and armored personnel carriers that could      have reinforced or extracted them were also denied.      And on that day, when they were outnumbered 30      to 1, the Rangers desperately needed all those      resources."      The tragedy has another twist of irony. According to      Joyce, some two weeks before the ill-fated Ranger      mission, former President Jimmy Carter had made      contact with Aidid and had reported to President      Clinton that the elusive warlord was ready to      negotiate. Later, at a White House meeting with the      grieving families of the dead servicemen, Joyce      asked President Clinton why the fatal Ranger raid      was not called off after Aidid’s offer to negotiate      became known. The President’s reply, says Joyce,      was "I don’t know," adding that he didn’t want to      "micromanage" the military and had intentionally      remained disengaged from military matters in      Somalia. Apparently, says Joyce, there was a      breakdown in communications between the White      House and the U.S. military.      The retired colonel says he hopes Mr. Clinton and      future commanders-in-chief learn from the foreign      relations debacle in Somalia: "When American      troops are in a combat environment, they become      the #1 priority. Domestic agendas should be put on      the back burner until the troops are out of the line      of fire. The President must constantly stay abreast of      the military situation to ensure that military actions      are consistent with current foreign policy."      Concludes Larry Joyce: "Had President Clinton      taken these simple steps, there would be at least 18      fewer young men for us to mourn and remember at      Arlington cemetery
